FMF: Foreign Military Financing
"...U.S. government program for financing through grants or loans the acquisition of U.S. military articles, services, and training...."
"...Congress appropriates FMF funds in the International Affairs Budget, the Department of State allocates the funds for eligible friends and allies; and the Department of Defense executes the program..." "Because FMF monies are used to purchase U.S. military equipment and training, FMF contributes to a strong U.S. defense industrial base...." Of the $39,635,561,000 FMF issued world wide from 1990 to 1999, payment was waived for $35,945,448,000 or 90.7% 

IMET: International Military Education and Training
